Explanation of the points: 1) As it is forts are just too expensive. 4) Devastation would not fire in provinces of neutral countries that only gave military access. Scorch earth as frequent as possible 100 devastation in ] or [ OPTIONAL 2.5) Devastation of especially rich provinces will add more aggressive expansion. Then loot again and repeat until devastation is 100. Occupy province, loot it completely and then move you army away, so the loot can refill.
